In a recent study of the remains in nests it was about 30% quail. They also catch many other birds such as meadow larks, dove, ducks etc. They are much faster than a red tailed hawk and one of the best looking hawks anywhere. They also hunt in groups at times. They are larger than a Harris and the feet on the one I saw about a month ago were very large. This one was on a fence post eating a roadrunner, i have never seen a red tail with a roadrunner. Remember when no one thought of the Harris as a bird fit for falconry, maybe you are not that old.

Bald Eagles are protected by the Bald Eagle act of 1940 and Peregrines are Proctected by the Migratory Bird Treaty as are several other breeds of Falcons. I've searched through everything I can find and nothing I've read says you can't use a White-Tailed Hawk. Nothing says you can either. Have you asked THA or other Falconry Clubs? I've tried for 3 days to speak to TPWD and it goes straight to viocemail, so no help there.
