can a person get a license with out getting a bird. The reason I'm asking is that in my school we need to do a senior project and I was thinking about doing that.

You can not have a bird till you get a permit. So therefor to answer your question, yes you could have a permit without a bird. No sure why you would. However with all that is needed to get a permit i would not do this as a project. One it is not meant as a short term project. It is a life style. Very expensive and time consuming to get into. Before you ask what is needed... read thru some of the post.
