would like to know what's the advantage of a mews over simply housing a hawk in a big cage?

Well in the United States it is a requirement and has to be inspected before you can get a permit.
Other than that you need room so that you don't break feathers. You also need room to give the bird room to fly around to keep somewhat fit mentally.
I feel the more room the better and my mews get bigger and bigger each time I build a new one .....I even enlarge current ones.

A cage will devastate the flight feathers on any bird of prey. A large mew is much better
